Toll -v- fee on non-highway objects

Road tolls are relatively rare in Ireland (about 12) and Northern Ireland (none). Ferries normally do charge a fee. There are domestic and island air routes, but OSM doesn’t map air routes. Parking is sometimes paid, sometimes free, depending on demand, time and location.

State or municipally-owned tourist amenities are often free, but you may need to pay for visitor centres (in a small number of cases the visitor centre may be mandatory if you want to see the main attraction) and/or parking and/or extra services.

This search: overpass turbo looks for:

  • toll=yes or
  • barrier=toll_booth or
  • highway=toll_gantry

The main current uses appear to be:

  • Tolled highway=*
  • Ferries to mainland Europe, Britain and the Isle of Man.
  • Cross-harbour / bay ferries and ferries to islands.
  • Access to airport and other parking(!).
  • Access to tourist and other amenities(!!), some of which include highway=*, e.g. a fee at the car park of a forest park, collected at the gate upon entry.

Would I be right in thinking that these tags should only be associated with tolled highway=, and the rest should use fee= instead?

It’s interesting that according to TagInfo, 98.6% of worldwide objects with the toll key have a highway key. But for IE it is lower at 93.3% and for GB even lower at 89.2%. Maybe for some reason “these islands” have a tendency to use this key a little more broadly?
