Sometimes when interviewing bar/cafe keepers on OHs, they’re vague about their closing hours… they run it by the momentary business. The CH time I suffix in those cases with a + i.e. open ended. So 16:00-21:00+. Open most days… pass.
(BTW, interviewed 2 staff coming out of the Miglianico townhall and read their web site. Got 3 closing times.)

How about "on appointment"? That’s how I—as a potential customer—would deal with that kind of announcement. I.e. always call beforehand.

Comments can be used to give the user additional information or limitations. It can also be used when the opening hours cannot be reliable determined by software because they depend on some subjective information e.g. weather.
If shop owners do not take their openiing hours serious I don’t see a reason why we should do so and would just tag these as opening_hours=variable.
