All these need to have the tag is_in:country_code: VN. Each has a parent relation of Vietnam but the tag is missing.

The tag is_in is unnecessary when the outer area is expressed as an area because membership can be determined geometrically. The tag has been stripped out systematically in some places; it was done in France many years ago and they haven’t looked back.

Here’s a random address search of a place in Vietnam listing out the order within the admin structure i.e. got it all set up and the system will know where it fits in.
