around here we don’t tag right of ways specifically (access restrictions aside, i.e. the absence of right of way), but maybe it is different in your area, ask the local community if you are unsure
Yes, I will ask the local community if I am unsure or much better delete the nodes or lines where right-of-way (ROW) or portions and lands where the transmission structures stand or located are unused and only map the ROWs/portions and lands where the structures are located that are currently being operated or in use (where the structures are built or erected on an exact location of already acquired and designated lands where the poles or towers are located and ROWs/portions of a power line).
