in such cases I made proposal, processed feedback and never proceeded with vote as risk of rejection was too high
and waited till tag use was high enough to document it as a de facto tag with significant use
process was still useful as RfC was able to confirm that there are no glaring fixable issues and tagging such feature/property is not hated
For example https://wiki.openstreetmap.org/wiki/Tag:amenity%3Dtraffic_park is slowly getting close to point when I will be able to request featuring in presets, see Proposal:Scaled down streets that may be used for traffic safety education or as a type of a playground - OpenStreetMap Wiki where I discussed various possible tag values for it (and likely none would have support high enough for proposal to pass).
Value of proposal process is in nitpicking/review/RfC phase. Voting is useful only because it forces/encourages discussion and feedback.
There is basically no value in approval itself.
