Tagging of adjacent cycleway + footway (sidewalk)

If there is no infrastucture for pedestrians, pedestrians can use it. It’s probably the same if all other places too. But this was not the point I made. Cycleroad is a road with infrastucture designed for bicycles. If pedestrians can use them, it doesn’t matter. There is a different sign in Poland to show if there is an infrastucture for pedestrians, there is no such sign in NL, but it seems like it works the same.

This is the same thing as motorway. Motorway is a road designed for cars. Sometimes other vehicles are allowed (Spain even allow bicycles in some cases I believe), but it doesn’t change that it’s designed for one certain use. There are many cases where cars are allowed in footways too, but limited. If you are trying to say, that Dutch cycleroads are not designed for bicycles, then, unfortunately, you are using the tag wrong the whole time (but I’m pretty sure it’s not the case. They are cycleways in my opinion).
