I would avoid describing anything as propaganda in tagging. The meaning of the word is in flux in different dialects of English, with the older meanings having little to no negative connotation and the newer ones having a negative connotation. Because of this, the word has different meanings for different people, so this will only encourage disagreements on tagging.
