Swiss municipality mergers - v2025

As every year, in the night from 2024-11-31 to 2025-01-01, municipalities will be merged and reformed.

Based on the BFS/FSO list, I have created a list, in the wiki, of which municipalities will be changed. There is also suggested workflow on how to do this. Anyone who is more or less familiar with JOSM is welcome to join.

If I counted correctly there are just 6 that are effective per January 1st, the remaining three do not need to (and should not) be changed before April 6th.

In any case thanks to Loremo for organizing this again.
