Yes, it’s a close in the sense of a narrow alleyway. Not a tenement stair. 1/8 means that this is Flat 8[1] in No. 1, which means that No. 1 in the close itself is a tenement stair. In OSM terms, I suppose this means addr:unit=8, addr:housenumber=1.
I didn’t realise the situation was so unique. I think I’ll go with addr:parentstreet and addr:full then, in the address for the business.
According to the Royal Mail’s PAF, anyway, so this is what they will see on their Virgin Media bill and in other places that use the PAF. According to the council, it is flat 3F2, of course, so that is what they will see on their title deeds and the council tax bill and in other places that use the council data.
