In some cases, governments will release address data online, however whether that can be used will come down to the license that data is released under. See the Import Guidelines for more details on that option.
Otherwise, it’s mostly mappers going out and adding it as they walk around. StreetComplete (Android only, iOS being worked on) and Every Door (iOS and Android) are both good for this kind of mapping.
To be clear, those apps are mostly used for adding addresses. The building footprints can bee added with aerial imagery in iD or JOSM.
