I’ve made a custom snapshot of Josm with redrawn interface icons. Here what it looks like.
The work isn’t complete yet. But any way - what do you think about it?
Update:
Ok, now I’ve created 3 colorschemas:
Red-blue
Red-gray
Monochrome-gray
With the help of user akks the installation process is now highly simplified:
Download one of the scripts from links above
Open it in Josm (F12 - advanced preferences - Read from file)
The script will download and unpack the files. Just restart Josm to apply changes and have fun.
And to resert the interface if you don’t like it, just install standart one:

If you have not done yet, post this at the JOSM-dev mailing list … there are the developers of JOSM quite active.
Could you give more details? I’m not really familiar with mailing lists.
