Some more questions about bulk export

I’ve made a couple of posts about exporting large .osm files for use in CityEngine, but I have a newer question now that might not be as possible.

We’re thinking about quick game similar in design to DEFCON, and basically I want to know if it’s at all possible to take an incredibly large scan of the map at a low level where you can see the streets as a .jpg or something. The engine that we’ve been playing with renders as 2D or isometric, and I don’t even really know how to get 3D data into the engine which took out the first plan which was to just get the street data from the planet dump into CityEngine and export it out to 3DS Max and deal with it from there. Plus we’re still having issues getting everything to work with CityEngine. But anyway, anyone have any ideas?
