Hi,
on Thursday somebody “shredded” three cities in the Ukraine and i’m not able to fix that.

I think, he/she added https://www.openstreetmap.org/relation/3889323 in the center of that area, but didn’t care about the “neighbors”.
Josm: open Josm with remote control, click on “new” for the first city and “same” for the two other.

It is not a cities, it is a
https://en.wikipedia.org/wiki/Rural_council_(Ukraine)
part of administrative subdivision.
It is important, but not so much.
As of now, user is continuing his edits, maybe he will eventually fix this?

Because i’m doing “my job” in 218 countries, i can’t know every country specific detail.
From my point of view, every boundary is “important”. Somebody created them and now somebody else “killed” them by fault.
It’s your (community) descision to fix it or not - i can’t
