Before I try doing this with JOSM, I’d like to check: Is there really no way with iD to…

  1. Select multiple, related ways using SHIFT+mouse
  2. Add them all to a new relation
    ?

Well you can do that with polygons in iD to create a relation. Select them all then press C. I don’t think it works with roads.

Indeed, it (still) doesn’t work with ways.
