Should landuse=industrial + industrial=port really be restricted to cargo focused purposes?

It is stated on the wiki that ports serving passengers only should not be tagged as landuse=industrial + industrial=port.

However in the values for port=* ro-ro ferries and seaplanes are included. Sure they can carry cargo, but most of what they carry are the passengers’ belongings or vehicle. Is the vehicle considered cargo? Isn’t it accompanied by the passenger thus making it different?

What about about ferry and cruise terminals? Are they not ports? They could carry cargo as well so maybe?

Should a port even be considered industrial? It’s not creating any goods, just moving them around. Should train stations, bus stations and airports also be industrial? They can carry passengers and cargo just like a ro-ro or seaplane can.

The wiki page says passenger only ports could be tagged as landuse=commercial + commercial=port. But just what exactly makes them different? Neither are producing goods, it’s just that one is passenger only. This definition even lets mixed passenger + cargo ports be industrial. Shouldn’t all ports be commercial then instead?

You could say that an industrial port supports a goods-producing industry, and if it’s next to a factory then it makes sense. But what about general container terminals? A lot of their cargo isn’t freshly made goods heading for their final sale destination, it can also just be goods already in use being transfered to where they’re most needed. That’s not support to a goods-producing industry.

So my question is just how restrictive should we be with the landuse=industrial + industrial=port tags? Do we really want to create different types of ports based on different primary tags? Isn’t that unnecessarily complex? Just what stops passenger ports like ferry terminals from being tagged as ports? What what stops other transport sectors from being tagged as industrial?

Industry isn’t just about making things.

In the real world, things like transport, warehousing, post and telecoms are considered industrial-type businesses.

IMHO landuse is about the landuse and hence is not suitable to map individual features like a port. There is the seaway-proposal which is about mapping ports as features.

depends maybe where or according to which standards? I would consider logistics part of the tertiary sector (services).

Can you give a source for a definition of “industrial-type” business? This is something that needs to be clearly defined.

Industrial means secondary sector, manufacturing, the creation of goods. Neither is industrial, they’re both services.

I guess that under some definitions for example nuclear waste storage site would not be industrial facility but I think that landuse=industrial would be appropriate as landuse value, definitely more than landuse=commercial (+more specific POI inside)

I get that but we need clear rules for what should and shouldn’t be marked as industry. Just like a nuclear waste storage site feels like it should be industrial, ports feel like they should be industrial too even though they aren’t.

I guess the real solution is to give them their own primary tag like railways and airports do, as dieterdreist said, but in the mean time I think that all ports, cargo or passenger, should be included in the industrial=port tag. A ferry port is definitely closer to an industrial area than to a commercial area as they’re used in OSM.

It’s much more complex to describe two very different things with the same tag. You’ve got to use additional tags to get this clear. No, that would be very, very bad in my opinion.

How are they very different things, they’re both ports. We lump together passenger and cargo railway areas under landuse=railway because they’re subsections of the same concept. Just like cargo and passenger ports are subsections of the same concept.
