Should balconies/terraces etc. be mapped when calculating the surface area of a building?
What about roofs? Or just the floor area?
And should gardens be added to OSM? They are rarely mapped...

You probably should make the title of your posting a bit clearer.
Anyway, way back I used to to subscribe to the view that if possible we should map the ground floor outline without any balconies, roof overhangs etc. This is what is still suggested by the German language building page in the wiki.
The reasoning was that that is what you will typically see in a cadastre like data set and what typically imported buildings will be from an official government source. But that was back when we didn’t really have any good quality aerial imagery and I would consider it impractical these days (for a number of reasons).
So I would stick with the roof outline and add balconies depending on taste. If you have access to “official” building outlines you could always do minimal S3DB modelling, outline → roof and non roof floors use the ground floor outline.
