Seeking Guidance for Contributing a Dataset of Emergency Assembly Zones in Istanbul as a New OSM Contributor

I’m new to OpenStreetMap and would like to contribute a dataset I’ve compiled of emergency assembly zones in Istanbul. I needed this data for a piece we were writing for an online news site. You can take a look at the article from this link. I couldn’t find a Turkish OSM community, and I believe this data could be valuable for the community, especially for disaster preparedness and public safety. However, as an inexperienced contributor, I need guidance to do this properly.

Here’s some additional information about the dataset:

  • What’s in the dataset: The dataset includes the names of the zones (e.g., Numune Parkı), the district and neighborhood where each zone is located, the ID of the zone (assigned by the Disaster Management Agency of Turkey, AFAD), which can later be used to update the zones, and the polygon bounds of each zone.
  • I obtained this data from the official assembly zone search site of Turkey. The site has some limitations, but I overcame them using a simple technique, which I’ve also shared on my GitHub.

I’m eager to contribute but want to make sure I do this correctly. Any advice or guidance would be greatly appreciated!

Note: Since I’ve already wrote the code for Istanbul I can simply get all the zones in Turkey.
Note2: I’ve also found that there’s a tag for assembly zones emergency=assembly_point

It’s less of the matter how exactly you obtained the data, but under which license the data is. published.
As the Import Guidelines state, “[i]f the license of the data is not compatible with the OpenStreetMap ODbL, you can not use the data”.
Can you share a bit more about the license of the dataset in question?
