Scope of government=transportation

The wiki text says government=transportaion is for a government office dealing with some aspect of transportation. The examples show the tag has scope for motor vehicle transportation, but how about other modes of transportation?

Is it natural to add this to:

  • Road management/construction office
  • Port authority
  • Aviation bureau

For port authority at least, there is as I understand more precise office=harbour_master

But yes, government=transportation would seem to fit any form of transportation that does not have more precise tags.
