It should not matter whether the government entity represents all of the tribe. Only that there is one. Especially since it is not a challenging the Swedish government. It only says that small portion was their’s since before the establishment of Sweden. Whatever the claim, it is a foreign government inside the country of Sweden. It should have administrative boundaries for all of governmental region devised by the tribal entity. Beyond that, let Sweden and the tribal counsel fight it out in politics and the court if public opinion.
