The legal framework in France actually provides some kind of intellectual comfort: if a topic is covered by a legal secret of any kind it cannot be disseminated at all, if not then all public organizations must disseminate any data and documents that they have. This gives us solid grounds, not directly related to sources, for determining if a given subject can reasonably be treated in OSM.
