I have created a proposal to allow tagging regency-level centers of activity in Indonesia with place=city. Currently, there is an unwritten consensus in the Indonesian community that place=city should only be used for autonomous cities. This tagging behavior results in the neglect of the importance of regency-level centers of activity that function the same as autonomous cities. Tagging those centers of activity with place=town also creates a conflict between these large centers of activity and district-level centers.
