I think the whole affair is because we can’t agree on the actual meaning of oneway=yes.
Some people seem to think that oneway=yes makes the way it belongs to “oneway” (so a oneway trunk behaves different to a oneway footway), while others think it’s a way to represent an access restriction (and is identical to vehicle:backward=no).
As long as we don’t agree on the actual meaning of oneway=yes, there is no reason to vote on this proposal, because we’re voting on 2 completely different things.
