tagging scheme that it gives an impression that one is more important than the other, whereas people think of them as equally important?
That may be one of root causes. But overall describing/presenting such data as “cycleway with sidewalk” in Poland will result on confused people as they would not expect this thing to be described in this way.
I guess one wouldn’t need to present it that way, one would just need to agree to tag it that way to capture which side is designated for which traffic…
It used to be very uncommon in Nederland as well, (granddad says), but nowadays all would readily understand what is meant: typically a separate or standalone cycleway with an attached raised pavement/sidewalk, you’ll see them everywhere in the country. Then of course there are many stylings and variants: for decoration; (no/low)budget variants, local private variants, with kerb/lines/raised lines, just dotted separation lines, with/without footway signs, etc.
A well-known variant in built-up areas is: raised sidewalk|kerb|less raised cycleway|greenery+parking strip||road||greenery+parking|kerb|raised cycleway|kerb|raised sidewalk.
Especially the parking/greenery strips are extremely variable, but the sidewalk tends to cling to the cycleway. Of course you have your bus bays, bus shelters, street cabinets, monumental trees, recycling container clusters et cetera to keep things interesting, not to mention the driveways and crossings!
Anywhere along the way the layout and type may change, sometimes for obvious reasons, sometimes without any visible reason.
Mapper’s judgement to choose the best fitting mapping/tagging, and to determine whether it’s worth it to follow all the differences and details with mapping.
All this to say, terminology changes before you know it.
