Reservoir of drinking water partially buried

Hello,
What do you think would be the best way to describe a roadside reservoir of drinking water ?
The tank is partially buried. Its height on the surface is about 1m.

OK, and for the fenced area around the tank:

surface=dirt

Is this correct? I couldn’t find a landuse=* that fit so I used area=yes.

But what it actually is? Is there any information there about what is behind the fence?
