In many area of Thailand there a these facilities know as “Child development centre” also onow as in thai as “ศูนย์พัฒนาเด็กเล็ก” these facilities are usally ran by local governments such as Municipality and Subdistrict Admistrative Organization. Many tag them as either school or child care. Is such facility a child care center or school? As it is not the same as kindergarten.

I think it might depend on what they do. You use the word “development”, which suggests some level of education, even if that is not formal, academic-orientated education.
Here in Ireland, childcare (outside the home / extended family) and education tends to follow this pattern:
Age 0-2: Childcare (amenity=childcare), typically for the full working day.
Age1-3: Playgroups (especially for children not in childcare), purely about play / how to get along with other children. It might be 3 times per week for 2-3 hours and a parent might be there the whole time.
2-4: Childcare, but some children do pre-school (preschool=yes) / Montessori - generally nothing more sophisticated than counting 1-10 and the alphabet, but it gives the children a structured (half) day.
4-12: Primary school. We generally don’t have separate kindergarten-level schools, but 4-7 year olds generally have a shorter, less academic day than older children. When school is finished for the day some children will have after-school childcare until a parent can collect them.

I’d go with amenity=kindergarten. Officially ศพด. is classified as a สถานศึกษา (educational institution) for children mostly aged 2–5, targeting four development domains (physical, emotional, social, intellectual) to prepare them for formal schooling, which fits the OSM definition of kindergarten as early years education and supervision:
amenity=childcare tends to be used for more purely custodial facilities. You can also add operator:type=government for the เทศบาล/อบต.-run ones.
