Per this discussion, it could be that,
- these aren’t errors that in fact the legal boundary is offset/misaligned with the on the ground road, or
- they are errors in the geospatial data we are sourcing the boundaries from
It’s not necessarily easy to tell which one it is, as evidenced by the discussion here and each location could be different.
We then need to agree in each case what we should then do in OSM.
In case 1, we could either leave the true legal boundaries in OSM and accept that it doesn’t look nice on a map but is accurate. Personally I think this is probably best, though if we can somehow mark the excluded area as some kind of excluded road corridor it at least makes it easier for downstream data consumers to make their own decision on if they should show it on their maps or fill it in.
In case 2, I think we could fix it in OSM, but again it’s not easy to determine when this is the case.
I did email the land information email from NPWS that was included on their published data metadata but never heard back.
