Recording temporal data

I have been provided a list of routes in London (GB) upon which a temporary embargo will be placed on road works (slightly over 8000) for the Olympics. These are split into three categories:-

Core & Venue
Alt & Training
Sensitive Streets

Is there any value including this data in OSM? If so, what would be the best way to record it?

My questions would be what application might use the data, and is there any value to that application in having the data combined with OSM data, instead of having that app combine the data itself?
