I propose to reclassify some roads in Ljubljana from highway=tertiary to highway=secondary:
- Ižanska (between Hradeckega and Črna vas)
- Peruzzijeva (between Dolenjska and Ižanska)
- Kopačeva-Hladnikova-Jurčkova (till roundabout with Lorenzova)

Explanation
I believe this would homogenize the classification scheme already used in the Northern part of the city which makes good use of the full available highway spectrum:
- Large main roads connecting the city centre with the obvoznica: primary. (Dunajska, Štajerska, Šmartinska, Zaloška, Dolenjska, Barjanska, Tržaška, Celovška)
- City centre ring: primary
- Other large main roads: secondary
- Roads that “drain” traffic from a neighbourhood to a main road: tertiary.

This concerns classification of only urban roads and only in Ljubljana. For classification of rural roads in Slovenia, see this thread.

The only problem I see is that road 642 starts on highway exit Ljubljana Rudnik 33.
Additionaly Črna vas - Podpeč should probably be classified as unclassified / residential. As on Podpeč side it looks like it is prohibited for transit traffic.
Hm.. So for Peruzzijeva, it’s basically the section between LJ Rudnik 33 and Ižanska would remain tertiary. I see the point of having a homogeneous classification for 642, especially since this is already kind of “rural” (or at least on the transition from urban to rural).

Do you know which exact section of the road this concerns? I agree that the section in question should not be promoted; and perhaps even be demoted to unclassified, as you suggest.
In my opinion highlighted road should be demoted.
If you look closer from Podpeč road has gray dots (motor_vehicle=destination).
There are also some others that should be demoted:
- Nova pot - cesta v Gorice (part of it closed for transit [motor_vehicle=destination])
(also note road 742 is wrongly classified - should be tertiary)
- Notranje Gorice - Podplešivica - Bevke - Blatna Brezovica - Sinja Gorica - Vrhnika
note the red road is tertiary_link for no apparent reason
- Dražvenik - Podsmreka & Žuleva vas - Žeje
Good point, but I think this is becoming off-topic as these roads are not urban.
