Gdzie są takie tendencje? Ja taguje normalnie: na torach railway=halt/station a budynek jako building=yes i name=Dworzec kolejowy.
Raczej nie widzę potrzeby oznaczania przystanku przy każdym peronie, wystarczy dać na tej samej linii przez którą przechodzi relacja/relacje.
Minus jest taki, że nie wszystkie relacje będą miały wszystkie stacje/przystanki, a wyczytałem tutaj: http://wiki.openstreetmap.org/wiki/Railway_stations
A node should be tagged as railway=station or railway=halt to mark the actual station/halt. (rather than being on a node, this tag could be on the building, mentioned below)
A node on a track way should be tagged as railway=stop to mark the estimate point at which the actual train stops.
