Yes it wont use the imagery_used tag but will add used layers to the source tag instead (if the function is enabled).

I have difficulties finding the option for that. Is it this one?
That will automatically ask the visible layers for changeset source tags. There are some layers which won’t always add themselves to the changeset source tags. For example, the Mapillary plugin checks to see which images were viewed and if they were within a certain range of an edited features. The MapWithAI plugin checks the undo log to see if there were any commands where MapWithAI data was added.
Imagery layers always return a value, typically the human readable name (in English, IIRC).
JOSM does not use the imagery_used tag. See #11910 ([Patch in discussion] Adding imagery_used to changeset tags) – JOSM for details.
Now, with all that said, you shouldn’t have to change that option in advanced preferences. It is in the upload dialog as a checkbox or a clickable link.
