Question about OSM mailing list

Last week I have sent an email to the OSM Taiwan mailing list to ask something about mapping of border there, yet after a week I received no reply and the mail doesn’t show up on mailing list archive either. Does that mean the email get blocked by filter or moderator? Do I need to join those mailing lists before I can send mails to them?

ah thanks, but as I am not TW based so I don’t really want to join the mailing list just to ask a single question. I guess I would post the question on this forum board instead.
