What do we do with features that have been added as planned:yes? This tag seems to be just a proposal(?) and I’m quite sure many map providers don’t look at it at all and just render such feature into user-facing maps.
Should I:
a) Delete such feature?
b) Add different tag that is known to make feature ignored while rendering?
c) Other
I would tend toward deleting it. Maybe not if it is an actual serious plan with real chance to be built.

I think if it has legal permission to be built (this will vary by location and object) then map it with a lifecycle (all the tags, except name(s)). Financial approval by the project sponsor is often different from legal permission.
If it is a matter of bona fide public interest (Note: What is interesting to the public is not necessarily in the public interest), then map it with a lifecycle.
It it is a matter of somebody’s whimsy, then ‘take off and nuke it from orbit’.
