These values can be clearly migrated without loss. Though making this edits will cause relevant objects to be edited.
Edit would be global and recurring.
Main benefits would include data being less confusing - especially for mappers. But it also will make easier to handle it for data consumers.
material= is supposed to be for material and bollard= is for info orthogonal to material info. Though yes, say stone bollards are overwhelmingly to be of bollard=fixed type.

Can we do a 2-for-1, such that
- bollard=stone
becomes:
- bollard=fixed
- material=stone ?
The same can be done for concrete, but not necessarily for other values.
Tags like bollard=rock; bollard=light (!!); and bollard=block might be referring to object types, not the material. So, barrier=block, material=stone; highway=street_lamp; and barrier=block might be the correct changes.
There is an awful lot of junk in bollard= bollard | Keys | OpenStreetMap Taginfo and also synonyms: bollard=fixed and bollard=unremovable; or bollard=rising and bollard=rising_bollard and bollard=retractable and bollard=retractible
I prefer not. Chances of this not being true are tiny but you surely have removable stone bollard somewhere.
yeah, I have some of those on my TODO list. But if someone else proposes edit and gains approval I would be happy to run it.
If they would also run themselves while following Automated Edits code of conduct - OpenStreetMap Wiki I would be even happier.
If someone looks for more suggestions I would be happy to share them :)
