Proposal to automatically migrate fence_type=wood to material=wood on standalone fences

fence_type=wood has a clearly superior alternative in form of material=wood that should be used instead, and it is an exact duplicate when used on standalone fences.

Current state just confuses people editing OSM data, writing software to process it. Especially people writing software used by mappers to edit OSM - that is how I found them, and also got confused by them.

Migrating them will require making some edits but will make OSM data slightly easier to edit and reduce future confusion.

fence_type=wood | Tags | OpenStreetMap Taginfo was reviewed

Note that cases like fence_type=wood leisure=playground barrier=fence will not be touched (that is what I mean by it being only for standalone fences).

This would be a reoccurring edit, limited in area to USA.
