Does anyone know how the creator of this “then vs. now” map found the street map data/OSM planet files for 2008 when all other available according to Open Street Map support only goes as far back as 2012.
2012 was the licence change, so check under cc-by-sa such as here. Index of /cc-by-sa/history

You can extract the state of the map for anytime after Oct 2007 to 2012.
Note that data from before March 2009 will be based on a different data model than the current one, with particularly large changes in October 2007 (0.4 to 0.5).
