The website display publicly accessible info in regarding to health resources
It also display map of health resour coordinate such as
Hospital range from Community, general and regional hospitals both public and private
Health office both district and provincial
Subdistrict Health Promotion Hospital
And other healthcare resources

Is this an credible source or even usable i do not know as they use Google map to display thwir info and some coordinate in rhe website sometime are locate in middle of nowhere

That map doesn’t say anything about copyright, but https://gis-health.moph.go.th/ says that it’s " © Copyright Health Information and Information Group Division of Strategy and Planning, Office of the Permanent Secretary of the Ministry of Public Health"
You would need to contact them to ask what licence (if any) it is distributed under, & if OSM can use it for mapping purposes?
I just sent an email inquiring about the licence to the licence holder. They should answer in an few days or so
