Arguably, it can’t happen at this point. Your provided post itself reads “Somalia’s battle lines”, i.e. the outline there may or may not be accurate at this point, depending on military activity.
Note that a government can exist and be recognised without defined territory. Many things exist that aren’t or can’t be translated into OSM; OSM isn’t all there is to this world. We need to make practical decisions as to what we include and one of the most important ones is Verifiability - OpenStreetMap Wiki to ensure data accuracy and correctness. Changing lines of control are not verifiable (See also Good practice - OpenStreetMap Wiki).
From what I can tell, SSC Khatumo seems to be on a path where in due time such consideration can be made. It is however neither OSMs purpose nor desire to preempt the negotiations and decisions of authorities. Once agreement pertaining to this issue has been reached, we can entertain this discussion further.
