Place Names - De-colonisation

I notice that Lake Eyre in Australia is now named “Kati Thanda - Lake Eyre” which is a first step in the process of de-colonisation of this place name.
How does the process of re-naming take place? For example, the township of Finke in the Northern Territory is becoming better known as Aputula which is the name of the community - see https://en.wikipedia.org/wiki/Aputula
So in keeping with this process, it should be renamed “Aputula - Finke” at least for a period of time.
Can someone explain what is required to see this step carried out?

BTW, the last time i had read about it, name separator was /, not -, but now it seems both are in use.
