Place Names - De-colonisation

I notice that Lake Eyre in Australia is now named “Kati Thanda - Lake Eyre” which is a first step in the process of de-colonisation of this place name.
How does the process of re-naming take place? For example, the township of Finke in the Northern Territory is becoming better known as Aputula which is the name of the community - see
So in keeping with this process, it should be renamed “Aputula - Finke” at least for a period of time.
Can someone explain what is required to see this step carried out?

Please see this wiki about how Australian and other OSM communities have been doing with multilingual names.

BTW, the last time i had read about it, name separator was /, not -, but now it seems both are in use.
