In Ogunquit, Maine, there is a pipe at 43.2447762, -70.5915689 (best visible on Esri Clarity Beta) for rain discharge. It is underground to the west of and under the footpath, and comes out above the cliff face to discharge onto the beach below. I have surveyed on site to see where the pipe comes from, but the area to the northwest, between the publicly accessible footpaths, seems to be private.
How do I tag such a pipe, with both a) an unknown source, and b) an open discharge above a cliff?

If you’re looking to find the source of the water it looks like it’s possible with some government data. However, I’m not sure what the laws are in Maine with how their government data can be used. In other words, don’t use this without double checking that it’s okay in your area.

Then you can follow the link on the page to their “GIS Maps” here:
On that page, adjust the layers and check the box for “Utilities”. If you expand that, as well as “Storm Water” and “Sanitary Sewer”, you’ll see the legend for the different water connections all around the area.
