Station Road, Harrow <https://www.openstreetmap.org/way/28870199> is signposted as “Pedestrian Zone”, with a no motor vehicles icon but with text “except taxis, local buses and for loading”. There are kerbs and there is a significant risk to crossing pedestrians from buses and cycles. Currently it is tagged as access=destination, like the section to the south <https://www.openstreetmap.org/way/20022776>, which has “except for… access”, instead of “except for … loading”. There is a real highway=pedestrain branching off it, St Anne’s Road <https://www.openstreetmap.org/way/20101505>.
Is there any way of tagging it so as to make the distinction from its southern part, but without the implication that exists for St Anne’s Road that you are safe from all vehicles when the shops are open?
