And also these undersigns especially the ones with text does not have a undersigns code, each municipalitiy can write it diffrently, make a other decision, what to allow.

Your efforts to correctly depict the legal meaning in all honor. But just leave it simple! We also record, for example, only “cycleway” and not who is allowed to drive and there depening on the country (this is done by access default). Also here we only need to map the different “signs” (By that I don’t mean traffic_sign=*) . The meaning may vary in the individual countries - this should be documented as overtaking-defaults.
The discussion has come to a halt.
Langlaeufer and others also have mentioned doubts if it makes sense to represent the detailed meaning of the jurisdiction where the overtaking restriction is found.
As I started the discussion I feel responsibel for it.
First I want to thank everybody for her/his contributions in the discussion. The discussion was necessary for me to see the different angels of the situation.
For the moment I suggest to leave the discussion as it is.
However: I think may be it makes sense to mention in the English and the German Wiki that several attempts for tagging the legal situation of different countries have been discussed but have been shown to not being suitable, too complicated or conflicting with the tagging in use.
I guess it is possible to put in a link to this discussion in the wiki - so I would do it.
If you agree with this way of proceeding I’ll do the suggested changes in the wiki, will report it in here when done and you guys can improve what’s necessary.

That is fine with me although I am still of the opinion that a combined tagging would be helpful and not too complicated if properly documented (as already stated in post #51).
