Could we have a summary from the end-user’s perspective? Correct me where I’m wrong.

The ‘main’ overpass api is, at best, temperamental due to users (in SE Asia?) making frequent, high demand calls. As a result everyone (or is it just me?) are having their requests severely restricted.
Is this the overpass status others are receiving?:

The two Russian servers & ‘coffee’ are shut down. Permanently?

Other individual’s servers are restricted in either physical scope or data.
Is this Overpass API - OpenStreetMap Wiki up to date?
I note the British instance says “No Overpass Turbo”, but this thread says ‘yes’/ Please clarify.
