Which version do you try to use?
Version 0.41.57 can run on my Win 7 / 64bit machine.
Are the paths on you rmachine correct? I.e.

Hm, Windows 7 wit UAC enabled, and you try to run a legacy program which assumes to be able to write temporary files into its program folder (as was common with win 95, and is perhaps still common with current Linux) instead of %TEMP% …
Can also be solved by adding write permission to all users to the folder of such legacy programs.
