I think you know as well as I do that you can’t just demand things from OSM, or rather the community.
The relevant routing backend is OSRM. That’s probably the better place to ask.
In any case, what you likely want is a different profile rather than something completely new.
Relatedly, Graphhopper has 3 different bike profiles on their website, so maybe that’s a better fit for you.
Also note that in the settings of GraphHopper Maps we have further “fine-tuning” modes. E.g. if you click on racingbike you can choose between racingbike and e-cargo bike which might come closer to what you want.
I am not sure at all I understand what OP is about - Are ETAs too little as of now?
E.g this route OpenStreetMap - 700m elevation in one hour? No problem with a motor that quadruples biker input, at least when you stay on track (pun intended.)
PS: The path taken, where it changes from highway=track to highway=path, certainly will not make the journey take less time. You have to haul your bike there on your shoulders, and even a light weight carbon frame will not make you go faster there than on the track, regardless of muscle motor or electric, even though shorter.
PPS: Also going Richardsweg (20+% incline acc. to administrative GIS) in the beginning not muscle-biker-friendly. Without appropriate gears a sure case for pushing, better go Anton-Rauch-StraĂźe then Holzgasse, more distance, but less steep, almost certainly quicker too. So well - current suggestions already optimized for electric support?
Different topic, but I’m working on an improved speed calculation regarding the incline, which gives 1h 26min in this case here instead of 55min, which automatically fixes the issue with the path too. Or do you think this is still too fast? The assumption here is a hobby biker (150 W) with a max speed of 20kmh for flat roads on asphalt.
Honestly, I understood the top post as a complaint, stating that the travel times reported by OSM routers neither are to beat nor to equal for “traditional” cyclists, i.e. that they are actually e-bike ETAs, and should be split into a different category, otherwise … read above.
OSRM gives 37minutes for the route I posted above and 38 when going down. Obviously, incline not honoured at all. But even the GraphHopper estimate 58min still quite steep. I think avid cyclists can equal that – hobby bikers that ride to make performance miles (Leistungskilometer in German) or people that just happen to be sportive for other reasons. People just in for the scenic view and the Kaspressknödel at the hut certainly not, at least when not on a pedelec.
PS: 150W for one hour is not the same as 150W for two hours cycling! But I guess that is hard to turn into an algorithm.
PPS: The mentioned path section is informal, shouldn’t that in itself be worth an extra penalty?

I’d go for 120W. Last weekend rode on an e-bike with Purion200 control and the performance display enabled. Curiously, in the flat section I was around 150, while in the steep section quite below – perhaps because the motor stops assisting at 25 kmh? 150 for even half an hour will make your hobby biker sweat. But you sure know better what audience the router caters.
Just so you know, geovelo gives 2:45 for non-e-bike from Grenobler BrĂĽcke to Rumer Alm and 40min with E. According to this router I am quicker when walking than cycling.
E-Bikes actually a bit complicated, I guess. Today I rode this route. Change mass to 100 and bikerpower to 475 and you get the time the ride took. The board computer showed, that I contributed 137 W average, it also told me the battery sunk by 350 Wh. But bikerouter tells me, that only 250 Wh are needed for this trip. So did i consume 100 Wh instead of putting in 85 Wh (137*37/60)?
BTW: Graphhopper ETA 1:14 h - use second suggestion in line with what people manage, that ride that or similar trips at least once a week. I’d call them avid bikers, not only MAMILs, but the dress, you know when you see it, 200W bikerpower in bikerouter.
