As a mapper from India I feel it is okay to close the notes as they report something that doesn’t belong in the OSM database, it is the kind of feature that will be silently fixed (even if it takes years) and is hard to keep track of (and deal with while editing).
That’s not answering the question. Below are all requirements OSM has for notes:
Spotted a mistake or something missing? Let other mappers know so we can fix it. Move the marker to the correct position and type a note to explain the problem.
Could you explain how those notes are in violation of that requirement and therefore should be mass-closed? If OSM want to change its requirements on notes, we should discuss about this and adapt above cited rules.

There was case of troll or very confused person opening multitude notes “you must map grass area here” (In local language, not English) and I just closed them as useless. At some point DWG was also mass hiding them.
If such pothole notes would start appear as result of this app used widely (not just few test notes) then it would fall into the same problem.
I’m closing the related OSM notes for this case now.
