OSM network dataset tool for Esri Arcgis

I want to use the ‘OSM network dataset’ tool that comes with ArcGIS editor for OSM. I use a OSM XML file for the Netherlands that I downloaded from GeoFabrik. The ‘Load OSM file’ tool says too few memory.

Does anyone have a OSM network dataset (routable) for ArcGIS for the Netherlands available? Or suggestions on how to build it myself?
