OptimoRoute Organised Editing Activity in the United States

@txemt has asked in this post and this post to remove the TxDOT source entirely. I am responding here since the current topic has more context.

As discussed earlier, we believe that the TxDOT Manual, together with Texas Transportation Code, Chapter 201, Subchapter K, Section 201.901 (“Prohibiting Use of Highway Road”), establishes the default rule that trucks may use any TxDOT-maintained highway unless a city formally reroutes them with TxDOT approval. Because our project covers the entire United States, this statewide default is unique to Texas compared with the other states we have covered, and we think it is important to reflect this information in OSM.

We acknowledge that this source is not as clear-cut as the DOT documentation for other states and that the Texas approach is somewhat unique. For that reason, we recommend keeping the TxDOT source:hgv tag on the ways where we added hgv=yes and we could also expand the tag to include a link also to the relevant section of the Texas Transportation Code so future mappers better understand why the tag was applied.

Retaining the source tag has another benefit: if the community later agrees that even hgv=yes should be revised, the source:hgv tag with the value mentioned above will make it easy to locate and update the affected ways. Removing the source tag now would make backtracking nearly impossible, as far as we are aware.

Additional opinions are welcome. @Minh_Nguyen, your thoughts would be especially helpful.
