Are there available server, to which i can send xml or soap request to get address based on lon/lat information (reverse geocoding). I know how to send http request, i do that from sql server and vb. But now i using report builder (ssrs) and from report builder i can send only xml or soap request, is it that kind of web service ?

Some of them can do reverse geocoding, so read documentation of them carefully.
I have no hint about your special kind of query/request to any server, sorry.
