Anyone know if there is a service to validate if a location is within a route?

Can you be more precise as to what you mean by route and by location here?
To see if a way or node is directly in a route relation, access its data, e.g. with the main web site, and see if the relation is listed.
For a construction node, access the node, to find the way, and then do the above on the way.
