One way road with a separate one way cycle lane on the opposite side of the road

I’ve been racking my brain as to how to tag this one way street with a separate one way cycle lane on the opposite side of the road. I’ve read through the wiki, including the discussion on deprecating cycleway=opposite, but I still have questions:

  1. Should the road have oneway:bicycle=no if the cycleway is separately mapped?
  2. Should it be cycleway:left=separate?

Only if bicyclists were allowed to ride against the oneway-direction on the carriageway.
